We have said earlier in the voter’s guide that biblical government is decentralized. This measure appears to move in a decentralized direction. The probable outcome would be less state-mandated programs required of local jurisdictions.
Additionally, this Measure would appear to give a positive incentive to the State to “count the cost” of any program that they might think of mandating to smaller jurisdictions. Therefore, we recommend a YES vote.
