PEAPAC Explanation: This Measure would greatly increase marijuana use in Oregon, by making it legal to use it to help with pain and other medical conditions. We strongly oppose this Measure and urge a No vote.

PEAPAC Commentary and Recommendation We can pos it a scenario of strict controls that may at some point in time make it reasonable for marijuana to be treated as other strong drugs such as morphine. Having said that, we strongly oppose this Measure. First, it is our understanding that there are other substances that could be used that would produce the same medicinal benefits of marijuana. Second, we believe this Measure does not come close to providing the control mechanisms that would prevent marijuana from being used as frequently as aspirin.

Third, based on a careful review of the official Oregon Voters’ Guide explanatory comments, we believe this failure of adequate control is intentional. The caregiver card system is open to much abuse, and, as we understand the Measure, doubles the number of people legally able to possess marijuana. The physician who allows the medical use of marijuana for goofy reasons is shielded from actions against him by licensing agencies such as the Oregon Medical Association. We thus believe this to be a deceitful Measure, seeking to completely legalize marijuana for a large class of Oregonians. It does not say what it attempts to effect, and thus fails the test of honesty, a very important biblical commodity.
