P EAPAC Recommendation: Measure 79 prevents any future increases in real estate transfer fees or transfer taxes. Measure 79 seeks to amend Oregon’s Constitution to prohibit any increases in real estate transfer fees or transfer taxes. As State budgets get tighter, and more restrictions are placed on raising actual taxes, some government entities have increased various fees in order to raise government revenue. Measure 79 is a preemptive attempt to avoid any further increases in fees when real property is transferred by gift, inheritance, or sale. Amending the Constitution means that only a vote of the people could roll back this protection of family assets. As the real estate market struggles back from recession, it seems wise to avoid increased costs to buying or selling real estate. Our families need protection from government’s increasingly inventive ways to tax its citizenry. The decline in net assets of the middle and lower classes for the past few years is in part due to burden to the economy of too much government and too many taxes.
