Full PEAPAC Analysis

PEAPAC Explanation: If passed, Measure 89 would dedicate the funds that the State of Oregon receives from the tobacco suit settlement for certain health, housing and transportation programs. Currently, the State of Oregon may use the proceeds from the settlement with tobacco products manufacturers in any way the Legislature sees fit.

Measures 89 and 4 both seek to direct the State to use these funds for various social welfare programs. We oppose both Measures as inappropriate uses of State funds (see our sidebar “The Bible, Taxation and Whiskey”) . We would be in favor of sending this money back to taxpayers in some direct form. We strongly recommend a No vote on Measure 89.
