PEAPAC Explanation: If passed, Measure 4 would dedicate the funds that the State of Oregon receives from the tobacco suit settlement to low-income health care programs. Like Measure 89, this Measure seeks to limit the Legislature’s ability to use the proceeds from the settlement with tobacco products manufacturers in any way it sees fit.
Measures 89 and 4 both seek to direct the State to use these funds for various social welfare programs. We oppose both Measures as inappropriate uses of State funds (see our sidebar “The Bible, Taxation and Whiskey” ). We would be in favor of sending this money back to taxpayers in some direct form. We strongly recommend a No vote on Measure 4.
