PEAPAC Explanation: If passed, Measure 8 would change the Oregon Constitution to limit all state expenditures to 15 percent of the State’s personal income. As with the other Measures on this year’s ballot that seek to limit State spending, we support this Measure. In addition to the reasons you’ll find in our sidebar “The Bible, Taxation and Whiskey,” we like the idea of pegging State spending to a fixed percentage of personal income. This makes clear just how much of the income generated by Oregon’s citizens is being taken from them in one form or another. And it lets us make a good determination of just how high our tax rates really are.

Additionally, it lets us see just how far past the Biblical marker of state spending God used in 1 Samuel 8 to characterize an oppressive civil government. Currently, the State of Oregon spends roughly 18 percent of our personal income each year, well past the 1 Samuel marker of 10 percent. This Measure would cut state spending from 18 per cent to 15 per cent of our income. This is a solid step in the right direction, and we urge you to Vote yes on Measure 8.
