PEAPAC Explanation: Measure 85 Eliminates the Refund of Certain Corporate Taxes, Known as the Corporate Kicker While the details are a bit complicated, Measure 85 would have the practical effect of raising some business taxes under certain circumstances. It would also designate the revenue generated by these taxes to public (government) schools. Given the continuing economic difficulties Oregon finds itself in, it seems like a bad idea to impose any new taxes on businesses, which are, of course, the primary source of income for most Oregonians. Additionally, the allocation of the new revenues to public schools, rather than the general fund, is also a concern to us. We notice that Basic Rights Oregon, the advocates of same-sex marriage, supports Measure 83 in the State’s Voters Guide.
